The centre margin is 90% imperforate, due to either omission or massive breakage of the perforating pins on the perforating wheel. There are only 2 punched perforation holes are found between the stamps on each pair. This is actually the cause of the imperf between pairs as well, but most pairs usually show full perfs on the outside margins.
