A VFNH horizontal pair of the 39c multicoloured Norman Bethune In Canada & China from the 1990 Norman Bethune Issue DF Peterborough paper, showing significant upward shifts of the engraving. The vast majority of stamps from this issue have good alignment of the engraving and lthography. Significant shifts generally affect the pupils and the outline of the ear on the Bethune in Canada design, and the top of the head on the Bethune in China design. On one of these pairs the pupils are shifted upward and to the right, and on the other pair the shift is upward and to the left. The lack of precise alignment makes the detail of the portraits appear blurry and almost doubled.
