6 VF empty Petro-Can souvenir envelopes of the 39c multicoloured Various Forests from the 1990 Majestic Forests of Canada Issue on fluorescent, MF and HF papers, all containing certificate of participation entry forms. This group consists of the Petro-Canada souvenir envelopes that contained the miniature panes of 4, plus the entry forms for the Canadian Scouting tree planting campaign. Collectors who affixed a full set of 4 stamps to the card and mailed it in could receive a certificate of participation from the Canadian Scouts for having supported the tree plating initiative. These envelopes are found to exist with several levels of fluorescence ranging from fluorescent to HF. There may be other levels outside this range, but this is what I have seen so far in my study of them. Included are the Boreal Forest envelope on fluorescent paper and MF paper, the Great lakes Forest on MF paper, Acadian Forest on MF and HF paper, and Boreal Forest on HF paper.
