I had originally thought this to be the Rolland paper, but on closer examinination have concluded that it is just the Harrison paper. This single franking to the US seems strange, as the single US rate was 44c at the time (October 20, 1989). It is most plausible that this paid one or two weight steps above the 30g weight, although the envelope is small. In any event, this is a most unusual usage of the 74c Wapiti.
